If it moves, it's a rudder. Vertical stabilizer, while maybe descriptive, is not a term I would use. It's a fin! The horizontal stabilizer is usually called just a stabilizer. The part that moves up and down is called an elevator. Imagine that! If the stabilizer and elevator is one piece, as on supersonic jets, it's called a stabilator. Ask your Father, he was a pilot.
